The Impact of EU-legislation on the Autonomy of South Tyrol – an analysis of selected legislative and administrative competences

The Autonomy in law-making and executive power granted to the Autonomous Province of Bolzano/Bozen is guaranteed by the Italian Constitution. However, the process of EU-integration which entailed an effective widening of the competences of the CE (and then EU), restricted  the competences of the Province of Bolzano. This research project analysed the implications of the EU-membership of Italy on the allocation of legislative and administrative competences guaranteed to the Province through its Autonomy Statute.

The analysis, co-funded by the Autonomous Province of Bolzano/Bozen, was conducted regarding not only the general framework but also in detail 10 policy fields (in economic, social and environment affairs) which are particularly relevant and/or interesting for South Tyrol, such as: environmental protection, education, tourism, public services, welfare and others. The research identified limits and “room for manoeuvre” of the Autonomous Province of Bolzano in this areas. The research results are published in German and in Italian (translations) in: 

Encouraged also by the interest shown by the local administration, politics and the media for the project outputs, a follow up research will be performed in 2016-17 analysing the remaining policy fields (self funded).
